The highest rendition TikTok stores for that video, commonly 1080×1920. If the creator uploaded at a lower resolution, that lower resolution is the ceiling — no downloader can recover detail that was never uploaded.

The opposite. An in-app save re-encodes the video to burn the overlay in, costing a generation of quality. Downloading the untouched source avoids that entirely.
